Why did Ronald Fiddler, the British man who was released from, Guantanamo Bay and became a suicide bomber in Iraq, get compensation from the UK government?

Ronald Fiddler, who changed his name to Jamal al-Harith, was paid compensation by the Conservative-Lib Dem coalition government because he claimed British intelligence agents knew he was being mistreated when he held as a prisoner without charge at the US prison in Guantanamo Bay. It's believe he was paid compensation in six figures. Ten years after being released he went to Syria to join Isis and became a suicide bomber in Mosul.
