The rhyme is not racist in itself, but is considered offensive because it forms the first line of a children's rhyme the most common version of which is:

There are many different variations which remove the racist term and substitute it for "fishy", "tiger" or another noun. The rhyme is controversial though when it's used - for example on a T-shirt promoting TV show the Walking Dead, or when said by Jeremy Clarkson.
