Why did Warren Beatty and Faye Dunaway announce the wrong winner for Best Picture at the Oscars 2017?

Beatty and Dunaway were handed the wrong envelope by officials from accountancy firm PwC as they walked on to stage. Instead of being given the envelope for Best Picture, they were given the Best Actress envelope, and the card inside read "Emma Stone - La La Land". When Beatty opened it, he hesitated because he hadn't expected to see Emma Stone's name. He showed it to Dunaway who announced La La Land as the winner. The actual winner was Moonlight.
