Who is responsible for using chemical weapons in Mosul in Iraq?

It's not yet clear, but mortars containing an unidentified chemical which has caused blistering on children appear to have been fired from eastern Mosul which is occupied by so-called Islamic State (IS). The city of Mosul has been occupied by IS since June 2014, but some of it has been re-taken by the Iraqi army and fighting is still going on.
