Did the name for the CIA surveillance programme called Weeping Angel come from the BBC Dr Who episode Blink?

Weeping Angel, the codename for a CIA operation which according to Wikileaks can hijack Samsung TVs to spy on viewers, apparently is a reference to the Doctor Who villains who first appeared in the classic 2007 episode Blink.
