Cheating means breaking rules in order to gain advantage from a situation, and though the Electoral Commission has fined the Conservative Party for errors and failures of reporting in its spending declarations, it has not found evidence of conspiracy or that the spending declarations were knowingly or recklessly completed incorrectly. So it has not been found guilty of cheating. Police investigations are continuing into whether offences have been committed.
