A special prosecutor is a lawyer assigned to investigate - and potentially prosecute - in cases of suspected wrongdoing where a conflict of interest means the prosector that might normally handle such an investigation may have a conflict of interest (such as being a position where they would be investigating or prosecuting someone senior to them).
