What does it mean when a government has a confidence and supply arrangement with another party?

A confidence and supply arrangement means an agreement between a governing party which does not have a majority and a smaller party in which the latter will not vote to bring down the government on a vote of confidence, and will vote to support its budget so that the functions of government have the supply of money to operate. They may back the government in other votes too, but these are not necessary to the arrangement.
