Police are treating it as a terrorist incident. There is no universally accepted definition of "terrorism" as such, but it is widely agreed that to be classed as terrorism, an attack must be violence or a threat of violence against civilians with a "political, religious or ideological" motive, and must intend to affect more than the people immediately attacked.
